Major talks as climate change action falters

Antigua Observer: St. John`s Antigua- Chief Environment Officer Dianne Black-Layne will lead a team from Antigua & Barbuda to Doha, Qatar for the UN Climate Change Conference (COP18), starting on Monday, where world leaders will resume talks aimed at securing a global deal on climate by 2015.
